Lugans’k is the city, where the Monument to Vladimir Dahl, a well known ethnographer, writer and complier of the Explanatory Dictionary of the Living Great Russian Language is located. He contributed greatly to the development of the living Russian language.

The Monument to Vladimir Dahl was erected in 1981 to the 180th anniversary of his birthday. Initially, the sculptor was Ilya Ovcharenko, who worked on the monument to the eminent lexicographer about 30 years. His work was finished by Vasyl Orlov and an architect George Golovachenko. The monument of 4,5 meters high is situated on 7, Vladimir Dahl Street. The figure of Vladimir Dahl was made of concrete covered with copper. The scientist is depicted in a chair with a book focusing on reading. On the granite pedestal you may notice a plate: “Vladimir Dahl (Cossack from Lugans’k)” – this is how he signed his short stories, tales, and true stories.
