At the beginning of 1871 in the cultural elite of Kherson, led by well-known cultural activist Grigory Nikolaevich valley (brother of artist Nicholas valley) decide to create a public library.

January 21, 1872 the statute of the future library Kherson approved the Ministry of Internal Affairs of the Russian Empire, and 26 March this year at the general meeting was elected the first Board of Directors library. In the new building the library gave money as residents and various organizations. For example, the City Council has allocated for the construction of 26 000 rubles.

When necessary funds gathered, a good place to Starovirskiy allocated area. Construction of Kherson public library lasted a year - from 1896 to 1897 years. Odessa architects Nikolai and Felix Honsiorovskyy Tolvynskyy building was built in the style neoklasyzmu.
